I assert that there are a few key practices in Scrum that must be there to say you are “doing Scrum:” Teams pull work from backlogs at their own pace Feedback is implemented at a higher priority than new development Defects are corrected at a higher priority than new development so that releases remain “potentially shippable” Sprints produce working functionality, not chunks of software An engaged product owner can convey the problems to solve for the team Arguably there are more criteria, like acceptance test plans, and sprint lengths must be 2 – 4 weeks

Flexibility is the characteristic that can rule out “real” Scrum. Waterfall release planning at the feature level persists, leaving teams with no time to iterate functionality based on evolving requirements and demonstration feedback – basic tenets of Scrum!
Teams are pushed into sprint commitments to meet fixed schedule and scope commitments established by waterfall release planning. Not meeting their sprint goals?
The problem is that the software industry uses features and releases as proxies for value...Now I’ll let you in on a dirty little secret on another reason waterfall release planning persists
